Madam, Sir,

          Energy consumption has been increasing and will continue to increase worldwide, if only to satisfy the needs of emerging countries. This has already begun to produce, and will continue to contribute to, the global warming of our climate because of greenhouse gas emissions. The ensuing climate change could well have dire consequences on our health and environment. This is one of the major challenges of our century.

          All the competent experts agree: in order to limit greenhouse gas emissions, energy sources that do not emit greenhouse gases must play a larger role, i.e. nuclear power and renewable energies, each complementing the other. It would be totally irresponsible to discontinue nuclear power.

          Yet, although the operation of power plants in the OECD countries offers no grounds to justify such skepticism, nuclear power still lacks popular support in these countries. This is largely due to repeated allegations from antinuclear organizations and also to the absence of coordinated voicing of the opposite opinion. Because of the echo the antinuclear position is receiving in the media, debates relating to energy almost systematically end up in quarrels on nuclear power. This is all the more damaging that the issue that makes a difference for our future is not whether to ban nuclear power but, rather, to decrease our greenhouse gas emissions as quickly as possible.

          This is why we feel that the creation of a powerful movement which, far from promoting ideologies, states the facts and their logical consequences, is necessary and urgent.
